When you say "underneath the plants" do you mean like a skin on top of the soil? To be honest, I would be brazen and knock on your neighbour's door and ask her mentioning that clearly you admire her baskets. People are often pleased to share knowledge (or message boards wouldn't exist lol) and I guess she won't see you as a threat.

The thing is, a neighbour will know your local weather condition likelihood and effect thereof - invaluable knowledge if you can get her to spill the beans including if you've set up your basket properly for winter conditions (lining).
