I confess I'm not convinced. It really is a guess based on the leaves.
I paint with a florist and can ask her tomorrow for you. She knows her flowers.

Both the shape of the individual flowers in the head, and the size and colour of the leaves, remind me of members of the sage family.

Yes, sage - just from looking at the leaves. Didn't know what type, but Suelle found it.

I don't know, I wasn't near enough to smell anything from the plant. It was behind a barrier and I couldn't get into the gardens it was in.
